If you want to find out without logging out, you can check by opening the WvW window. On the top tab (Mist War) in the upper left, there will be a pie, with 3 slices. Its cool that you can play with friends that may have chosen a different server, or you make new friends later that are on a different server. But at the same time, seems like it may be harder to get to know people on your own server if everyone is off somewhere else. I guess in the end there probably wouldnt be too many people off on another

If you only have a level 1 character, delete it and change servers for free. Or, as the other comment said, you get a free transfer when you buy an expansion. Regarding your question, yes, you can transfer your account server once every 7 days but it will cost you gems. This is all assuming the tier 1 server you’re moving to is open for transfer.
Region or server? Server only matters for WvW Is WvW a priority? The game has megaservers. So all servers can play together, except for WvW. And they are changing how WvW works as well in the future (so guilds will be able to play together across servers, if I understand it correctly) If you still want to change server. SEA Malaysia here. I've been getting massive ping spikes since the Exalted update last week. My connection had been a constant 200-300ms and had no skill delays etc. After the update, it went up to 4k in events. Previously I'd be very comfortable playing pinata or even leyline events.
